Initial description: I think the rule was to flood the areas with the color outside in the middle, and change the border to the color embedded with the differently colored outline.
Final description: See the border outline of a shape that has one color different? Take that one different color and change the whole outline to match it. Now, see the different colored square in the space within that border? Change the area within the space of the border to match that one color. Use the flooding tool to go quickly.
