Final description: I thought the rule was to replicate the design on the example Input 3. For example, seeing a square in that picture of one color, meant to find the square in my test input of another color, and make output that color.

Initial description: I know the light blue squares determine the height and width of the output, and it's some kind of reflection of the other side. But I felt I was missing the information to fill in all the tiles.
Final description: I know the first part of the rule is that the section of light blue squares tells the height and width of the output. I also knew that the right side was meant to be a reflection of the left side. The test input I got just didn't make it clear to me how to reflect, because I thought all the pieces/colors were already used.
